IAEA Physical Security Guidelines

The International Atomic Energy Agency is responsible for fostering "peaceful" nuclear development worldwide. To insure that this development remains peaceful, the agency devised a number of measures, including a set of physical security guidelines for nuclear facilities and materials. Consummated in 1975, revised in 1977, and formulated into a convention in 1980, the guidelines recognize that although physical security is a national responsibility, the international implications of nuclear terrorism make it an issue of international concern.34 Thus, the guidelines stipulate how states should protect nuclear facilities and materials in use, transit, and storage. The agency reinforces its recommendations by developing legal instruments of international cooperation, providing technical assistance in the form of advice and training, publishing practical guidebooks on comprehensive physical protection systems, and maintaining an information bank in the agency's library.

Although the security guidelines are purely advisory, the agency reports that they have been favorably received and used in "some" states for guidance in the preparation of national regulations. They are also referred to in the suppliers' general guidelines. Although not universally applied, they represent a benchmark that has had sufficient success to warrant a formal international convention.35
